Fresh set tile installation, verse thin set installation?

I am having a tile installer install ceramic tile on a cement slab floor. He is recommending a "fresh set" installation verse a "thin set" installation. I am not familiar with a "fresh set" installation but he says he has been doing this type of installation for 20 years. Any opinions here?
